About Restless Development
Restless Development is registered in India as Student Partnership WorldWide India Project Trust. The registration is as a public charitable trust under registration number 330 of 2000. The organization is also registered under Income tax 12AA, 80 G, and FCRA.
Restless Development has worked in India since 1985. We are committed to mobilizing young people as an effective human resource in development efforts, empowering young people living in poor communities, and directly influencing the government to develop youth-focused policies. We currently work on livelihoods and employment, health and governance, and civic participation across the states of Bihar, Jharkhand, Odisha, Tamil Nadu, Rajasthan, and Delhi, reaching over 100,000 people each year.

About the Role.
This position supports the M&E Coordinator and Senior MEL Manager to administer M&E systems for Restless Development and will be based full-time in New Delhi, with some travel to rural communities. He/she will be responsible for systems and tools development, data entry, cleaning, analysis and report writing for all programs in India while liaising with program implementing teams.
The following are the expected time allocation and specific duties:
- Ensure accurate and efficient data collection, entry, cleaning, interpretation and report writing, validation, dissemination and filing of findings from M&E activities (40%)
- Support the development and implementation of appropriate MERL systems, tools and frameworks across Restless Development India (20%)
- Support the dissemination of monitoring and evaluation data and reports internally and externally (20%)
- Support the capacity building of Restless Development India staff, youth researchers, advocates for action and volunteers in MERL (10%)
- Cost-effective and transparent financial management (5%)
- Others (5%)

Key Priorities.
1. Ensure accurate and efficient data collection, entry, cleaning, interpretation and report writing, validation, dissemination and filing of findings from M&E activities
- Ensure timely entry of all implementation data from MERL activities in line with Restless Development reporting frameworks e.g. people reached and evaluation data.
- Ensure data quality and integrity through cleaning and vetting of data once entered by the data entrants.
- Ensure proper filing of data in soft and hard copy by designing hard and soft filing systems for all programmes
- Ensure, cleaning and storage are appropriately done and implemented by Restless Development staff and volunteers according to organisational policy and standards.
- Liaise with MEL unit staff to provide timely feedback to the programme team regarding the quality of MEL data provided and communicate feedback on areas for improvement.
2. Support the development and implementation of appropriate MEL systems, tools and frameworks across Restless Development India
- Learn, review, development and implementation of Restless Development India’s log frame, systems and tools to ensure programmes are being monitored and evaluated effectively, efficiently and in line with national strategies and donor requirements
- Share and remain up-to-date with national and international best-practice in monitoring and evaluation, particularly with regard to national strategic plans with the rest of the staff
- Implement routine MEL field visits to verify programme interventions, obtain data from the field for programme quality and to engage stakeholders in MEL
- Participate in weekly programme and planning meetings to ensure that the results of data analysis inform programme decision making.
3. Support the dissemination of monitoring and evaluation data and reports internally and externally
- Ensure appropriate internal communication and feedback systems are in place and functioning so that MEL informs programme planning and implementation
- Support the MEL unit in providing appropriate data for staff and support in the dissemination of data internally and externally
- Ensure effective and efficient management of MEL data for specific donor relationships
- Assist in joint initial analysis of evaluation survey data and drafting the annual impact evaluation report
- Ensure regular updated MEL office displays for internal M&E data dissemination
4. Support the capacity building of Restless Development India staff, youth researchers, advocates for action and volunteers in MEL
- Ensure that all, temporary staff (interns/field researchers) have the capacity to conduct fieldwork, coordinate output monitoring tools, analyse basic monitoring data and present findings
- Support in development and delivery of the MERL training module for initial training of volunteers and youth researchers.
- Support in training of relevant staff in MERL whenever necessary.
5. Cost-effective and transparent financial management
- Adhere to Restless Development India financial policies in all aspects of work
- Managing activity budgets for MEL unit activities such as the Evaluation task team, youth researchers and volunteer debrief and trainings, field coordination & actual data collection costs.
6. Others
Through the M & E Coordinator support the MERL and other Program Unit staffs on MERL related issues identified.
Other duties as required, sometimes requiring work on weekends, for which time off in lieu can be taken.
